Henry,Start by checking the UIDs of these data elements by using of the Web API 
as Mortan proposed (... api/dataElements.xml?paging=false&fields=id,name).Be 
sure that all UIDs in your imported file match with those in DHIS2.Next, 
re-import by replacing 'ID' as header instead of 'data element' .
