Akros hosts a test server that we make available to students and
partners for experimenting, etc., and I would be happy to make it
available to you. It closely resembles the test instance on the
dhis2.org site, but it does not reset as frequently. Please contact me
directly and I will get you set up with a user id and password.

answer is no, not that I know of. In general, it would be better that
you establish such a system yourself.
