It's a good idea though, it will depend of the topic of discusion. Looking at the previous message, it seems as-if you may need to have a moderator for the messages to be sent across districts due to the restriction on the hierarchy structures so that, one of the technical member in one of the groups to send message across the boundaries set and based on the limit restriction from the system that have been set.
