Antonia: You are correct. There are 2 different language lists in DHIS2. Example: 1: https://play.dhis2.org/demo/api/locales/db 2: https://play.dhis2.org/demo/api/locales/ui (ref https://docs.dhis2.org/master/en/developer/html/dhis2_developer_manual_full.html#webapi_locales )
/api/locales/ui lacks the languages you apparently need.
