Public bug reported:
When making changes to the attributes for a tracker program, any changes
to attributes will leave behind records in the program attribute table
where the programid field has been NULLed out.
This is messy, and such "deactivated" garbage records will also block an
irrelevant attribute from being removed from the system (no error
message - it just keeps on displaying "deleting.....")
