data capture for dhis2 android app data sets visible only for one
level

Bug description:
We have four levels of Organization units.
When I login from "data capture for dhis2" android app, I can see data
sets assigned to the user's organization unit and one level below it.
I am not able to see datasets assigned to Organization Units at third
or forth level. I am able to see them in the web interface though.
In edit user, after I selected all the Organization units including
the second and third level organization units, I am able to see those
datasets as well.
Is this a bug or it is how the system is designed to work?
DHIS2 version: 2.18
