Hi Farai, there isn't really a web-api only authority. Everyone can browse the web api per se. But then again, most objects (data elements, indicators) have sharing enabled, so you can decide down the individual object which user should see what objects (through user group membership). Then for more "service-oriented" resources, like importing data values, it all follows the same authorities as what you would use for the user-interface functions.
