Allowing for custom values will make analysis e.g. in pivot table and event reports a bit tricky I think since lots of values would be outside the defined set of options . I would say we should confine it to values in the option set. For free-text one can create another data element.

From my recollection, this used to be the case. With 2.16, you can enter values outside the option set list. Is this intended or is there another criteria which must be selected to limit the possible entries the list? I replicated this on the SNAPSHOT demo site: 1) Go to Data Entry 2) Select Org unit and Facility Assessment Data Set 3) Select Period 4) In the Equipment Section, enter 20 for the data element: Glucometer is present. The option set list is 1 - 5. 5) It seems counterintuitive to be able to enter any value where you have defined a range of values for a data element.
