Bug description:
Two issues with "View 2" (dhis-web-maintenance-
datadictionary/dataElementGroupEditor.action)
1) If you double click an available data element the entries in
"selected groups" doubles up.
2) If you select available data elements by using the keyboard up and
down arrows, the "selected groups" list is not updated.
