Thanks for the reply.
Not sure how this might be the problem since the UIDs were populated when I 
restarted by servlet and all the UID fields are complete in my dataelement 
table.

  Imported data elements directly into the database in Pgadmin through a
  csv import. These data elements are not filtered on either Patient or
  Aggregate. Also cannot assign them to a data set because they don't
  appear in the options available. I was able to add them to data
  element groups. If I go into each data element and save, then it's
  fine. Cleared browser and application cache, tried incognito mode but
  all to no avail. So think this might be a bug.
