I don't know if this will help,

 DHIS2 version 2.13 supports creation of many different dashboard and each 
dashboard you can give it Public access (with login)                     None   
                  Can view                     Can edit and view                
 
 This is done by clicking on that dashboard and click on share, here you can 
either select : 1. None2.can view 3. Can edit and view, depending on which 
sharing settings you want.Can view setting can not edit or updates publick 
dashboard.

dashboard for public view of which dashboard can be locked so that
public user cannot update that. This is not in-line with the current
policy of DHIS2 users.
