Yes, you definitely have a problem with that war file. I recommend downloading
2.13 again from http://www.dhis2.org/downloads. You can also try renaming the
dhis.war to dhis.zip and just extracting it like any zip file.

Pls try a different browser. Also make sure you delete both the dhis.war and
all the unpacked folders and files.

Did you shutdown Tomcat, and delete the /dhis/ folder completely from the
/webapps/ directory?

I have downloaded the war file version 2.13 to my local instance but i

are not active. only Maintenance menu is active but it is not well placed on
