When generate report table, the vietnamese show fine, but when I
download jrxml file, all vietnamese changed to strange characters. This
also happen when I upload the jrxml file with fine vietnamese language
to the static report but when I get the current design, all vietnamese
character changed to strange characters

Bug description:
When generate report table, the vietnamese show fine, but when I
download jrxml file, all vietnamese changed to strange characters.
This also happen when I upload the jrxml file with fine vietnamese
language to the static report but when I get the current design, all
vietnamese character changed to strange characters
