I have just added a section to the user documentation which produces an HTML WebHelp for the database schema.
The basic procecdure for this was to create the DocBook XML using http://www.rbt.ca/autodoc/ . This tool will also create HTML, DIA and some other formats, but given the size of the database, the dia diagram is rather large to say the least. If you want to build the WebHelp, just execute the pom from the documentation source. mvn package -f db-pom.xml Once this is done, you will have the HTML in the "dhis2-docbook-docs\target\docbkx\webhelp\dhis2_database_schema" directory. If you are interested in the dia format, let me know and I will send it to you by email. It is rather a mess of spaghetti.
