Hi Randy,
On your issue with data completeness report ,you can get a report of defaulting 
orgunits(Facilities I guess) by selecting  the next aggregation level to your 
facilities as your default Org unit in your defining parameters . This report 
shows the selected org unit as well as all children under that unit.
I agree this is not a straight forward method as it looks like the data 
completeness report was primarily designed to give overviews of gross 
completeness reports rather than 'individual' focused reporting. There might be 
a need for improvement in future builds on this but you can still work with 
what we have now to get what you want.

How about using a custom report? There is a quite good section in the
implementers manual on how to use iReport.
