I guess it depends on the use case you are using the xml format for.. The xml itself is valid if it validates :) My initial idea here was to try having (in http terms) POST instead of PUT semantics, a client would just have to post an update to the values it has, not having to send the complete set every time. I'm not sure it is a good solution, though.
