Bug description:
Maintenance /Data Administration/ Zero value storage
Maintenance/Setting/System Setting
When the System setting unchecked to be saved zero data values, then in this
zero storage functun. i select 1 dataelement to save zero value. but still i
cant save the zero data value for the selected data element
