We must provide minimal feedback to users as to what is wrong with their
GML files. Currently, it just says "process failed", and even the log
messages are cryptic and uninformative. There are several issues that
could go wrong:
1) The name field is not ogr:Name
2) The name field is not unique
3) One or more names are more than 50 characters long
Each of these should result in a different message, preferably
identifying the offending orgunit.
