Edit category option names

Bug description:
It should be possible to edit category option names.
In the "Edit dataelement category" form, a input field and a button with value
"Edit category option" should be included right over the select area. When a
category option is selected in the select area, that category option's name
should be set in the mentioned field. Clicking the "Edit category option"
button should then update the name.
Note that adding/removing category options should still not be allowed.
