In the validation rule report presented after running the validation
rules there are a lot of unnecessary periods displayed that can easily
make the report useless in the sense that it is very difficult to see
the "real" data violations.

The report should only display periods for which there is actually data
captured for the given data element (or combination of data elements)
in the datavalue table, and not for all possible periods in the period
table.

I'll add a blueprint that links to this as there is currently difficult
to actually know which period types to look for when looking up data as
a combination of data elements can have any number of period types. This
needs to be restricted and limited to only 1 period type for the whole
expression as we are only interested in validating raw data (and not
aggregated by time or orgunit).
