Hello La-niko- I've added Tamil to the translation options. This will be installable during the development phase. For releases, we generally look to see if the language has sufficient percentage translated to decide if it should be included in the release. If not, we keep the existing translations and roll it over to the next release cycle.
Some languages, such as Romanian or Catalan, have been included in previous releases but fell into disrepair over the years and are currently not included in releases. All existing and previous translations are still included in the source, they just don't match to the current KiCad strings. You should be able to try out the new Tamil translation at Weblate shortly. Let us know if you have any questions. Thank you for considering a contribution to KiCad.
