I do believe you can use SiFive's toolchain: https://static.dev.sifive.com/dev-tools/riscv64-unknown-elf-gcc-8.3.0-2019.08.0-x86_64-linux-ubuntu14.tar.gz
Then you don't have to compile it. There is also Data61's Docker https://github.com/SEL4PROJ/seL4-CAmkES-L4v-dockerfiles If you look at the make file there are some targets for including the RISC-V toolchain.
