It also seems that no RC of 8.1 was tagged yet:

The tag was simply forgotten, it has been mentioned to the persons in
charge and should not happen again.
Please clarify the current state / availability of this RC to avoid
confusion.
It has been released. The plan is to wrap the final packages in June 30,
see end of:
https://github.com/owncloud/core/wiki/Maintenance-and-Release-Schedule
