Revert "configs: Enable PSI pressure monitoring by default for cgroup v2"
This reverts commit aabb354bfae633acfa74f35829fc48f9928ba2c3.
PSI appeared to be quite CPU hungry, so let's disable it by default to
save the performance level.
vcmmd has been tweaked to work without PSI data good enough.
