drivers/vhost/blk: increase max queues to 32
8 queues is too few, for example vhost-scsi has 128.
Increase to 32 queues max, as we do not want to eat too much
memory. As for performance, 32 queues will top around 3M iops,
which should be fine for almost all cases.
