I think README is a fairly common name for a file in a direcory if you are trying to help somebody get started. It's common enough that it has a Wikipedia page. https://en.wikipedia.org/wiki/README I don't know of any standard for that sort of thing, but I've seen it enough and it makes sense. Anything in all UPPER case stands out in a directory listing. README-foo is an obvious extension. HOWTO is another common term. That's why I added HOWTO-OpenSSL. I needed it for my use so I cleaned it up a bit and put it where others might see it. -- These are my opinions.
