It's Selinux (most of) the way down. YMWV
# restorecon ${PREFIX}/{,s}bin/ntp*
# mkdir -pv /var/log/ntpstats
# groupadd -r -g 123 ntp
# useradd -r -u 123 -g ntp -d /dev/null -s /sbin/nologin ntp
# chown -Rv ntp:ntp /var/lib/ntp /var/log/ntpstats
# chmod -Rv ugo+rX /var/log/ntpstats
