It's not so much the complexity as the time.  We've been talking about a 
release for a long time.  How much longer do we want to wait?

A while ago, I suggested dropping support for 2.6 and got a lot of 
pushback.

Can we keep 2 copies of waf around?  Default to the new one but publish a 
recipe for how to switch to the old one if you don't have Python3?  Do we 
have to change any of our wscript or wafhelpers code?
