NTPsec ships with etc/ntpd.service which has:
Conflicts=systemd-timesyncd.service

That Conflicts means ntpd.service and systemd-timesyncd.service can't both be running.

Did that unit file get installed on your system (to e.g. /etc/systemd/system/ntpd.service), or did you end up some state where you only have /etc/init.d/ntpd (and thus the unit is coming from systemd-sysv-generator)?

You can check where the unit is coming from with:
systemctl status ntpd
