You aren't connecting to ntp1.glypnod.com either, so that's probably not a cloudflare problem. Thanks for the report. I may have seen something similar. Are the servers stuck in STEP using IPv4 or IPv6? Was that instance of ntpd started at boot time, or restarted after running for a while? -- These are my opinions.
