Yup.  When a GNSS receiver reboots, it may not have the current leap
second for some time.  So it falls back to a compiled in value.  But it
still reports that it has good system time.

The leap seconds was 3 less than today between 2009 and 2012.  So any
receiver reporting off by 3 seconds has fimrware compiled around those
years.

NMEA 0183 has no message to report the leap second value in use, so
it is hard for gpsd, ntpd, etc. to know how san the receiver is.

The pool operators filter out these false tickers if the problem
persists,
