For the LVTTL to RS232 converter I like to use this variant https://www.amazon.com/MAX232-RS232-Converter-Adapter-Module/dp/B011NOHC4S since it's relatively easy to modify from CTS/RTS to DCD (cut one trace, solder a jumper wire). I power the GPS and the converter via a 5V/3.3V downconverter that can plug into USB.
