All the other /var/X have their own sections, in alphabetical order, but nothing for /var/local. I was looking in the detailed section at the nothing between 5.8 /var/lib and 5.9 /var/lock. So, /var/local/lib (Section 5.8) would appear to be best, as there is no /var/db or /var/local/db in the FHS. Maybe /var/local/lib/ntpsec to not conflict with NTP Classic.
