The reason was that for NTS you do not talk to the NTP server, but to the NTS-KE instead. So there will be options that control the communication with the NTS-KE _only_ and other options that concern how to deal with the response. Only the latter part is in common with the current "server" machinery. Btw, "pool" is already a hybrid in the current config, so eventually getting rid of that confusion would probably help.
