I can get 20k pkt/s through a Pi 3. There is an interesting quirk in this area. Suppose you have a traffic generator with a knob on it, and you slowly crank up the knob until you are using 99.9% of a CPU. Is that full load? Nope. That is going through the scheduler for each packet. If you crank up the knob a bit more, it will start grabbing 2 packets for a trip through the scheduler. ... -- These are my opinions.
