The easiest is probably to configure the GPS refclock into a private ntpd instance running on a hidden port. Another exposed ntpd then runs in lockclock mode and serves the system time controlled by the hidden instance. BTW, just got info from the PTB NTP guys that they never used lockclock mode in production. Their NTS testbed uses it at the moment, however. They are quite interested in NTPsec implementing NTS since they consider offering an NTS service soon.
