There are 3 'boxes' not 4. And let's use the RFC terms to avoid
confusion.

If we are going to assign first names, then use something that does not
conflict with the names that the TLS component here is using.
What the NTS-KE shares with the NTPD is preliminarily defined in
the Proposed RFC Section 6. How they share that (config file, TLS,
plain text, etc.) is still undefined.
