I think you may be reading too much into "stationary" mode. If you know the position, you can get time with only one satellite. Timing receivers normally have a survey mode to get an accurate position. If you have a module that supports timing, you should find documentation describing the survey command and/or a command to upload the surveyed position and/or mention of timing and working with fewer satellites. My guess is that stationary mode is something else, but I didn't find any good documentation. I'd guess a filter on a sequence of positions so the position doesn't jump around but somehow recovers without a full survey if you do move it. -- These are my opinions.
