I didn't try that.  The change I tried seemed reasonable.  I might have
fatfingered something.  It takes just long enough to try something that I
didn't go into the try-lots-of-things mode.  (It required typing stuff at
Open Firmware, and I actually have to type rather than cut-paste, and then
booting and waiting 5 or 6 minutes until ntpd prints an error message.)  I'm
hoping I'll figure out why I was wrong and/or what I should have done.

PS It's a bit bizzarre that this happens under FreeBSD as well, though  it's
entirely possible there is some shared code in there, at least at  an
"inspired by" level.

Or both kernels are correct and the numbers provided by Open Firmware are
wrong.

True - OF is the common factor - maybe the kernels are just blindly taking it as true, perhaps not unreasonably.
