ARP (and ND in v6) can affect RTT, which can create jitter.
First set of graphs is just a normal configuration.
Second set of graphs has a ping running in parallel with a 10 second
interval between the machines to keep the ARP entry from going stale.
https://dan.drown.org/bbb/arp-impact/ tries to show the impact of ARP
on the request latency. Response isn't impacted because the peer
learns the ARP entry on the request.
