The behavior is normal and your directory structure is fine.

If you log in via ssh and want to start the program, the language is not set:

[nemo@Sailfish ~]$ locale

LANGUAGE=
LC_CTYPE="POSIX"
LC_NUMERIC="POSIX"
LC_TIME="POSIX"
LC_COLLATE="POSIX"
LC_MONETARY="POSIX"
LC_MESSAGES="POSIX"
LC_PAPER="POSIX"
LC_NAME="POSIX"
IC_ADDRESS="POSIX"
IC_TELEPHONE="POSIX"
LC_MEASUREMENT="POSIX"
LC_IDENTIFICATION="POSIX"
LC_ALL=

Therefore, no language file can be loaded. For example, if you manually set the
language with e. g.

export LANG=en

the German translation should be loaded afterwards.
