Hi Laurent, I played around with a similar thing quite a while back, being snoopsnitch and osmo-qcdiag. For compilation, installed gcc on the phone itself, since as you say only simple C code is needed. There seemed to be problems with /dev/diag on my original Jolla that i never got past, however i seem to recall i got further on the Jolla C. What got me stuck was the ridiculous amount of dependencies for osmo-qcdiag, hopefully your approach is easier to pull off.
Not that i don't mind sharing what i did and what i found, but i barely remember to be perfectly honest, so direct questions via #jollamobile on Freenode probably works better.
