A quick search did not show a keyboard but have a look at the dolphin keyboard it may also be easy to create your own, same goes for translation though I guess that one may be harder. This is of course an answer of a Jolla user and not an employee, considering their push to the Indian market it could be that there is an official translation available from the Jolla store or some other location....
