I created https://github.com/amarchen/lipstick-launchermonitor exactly for
this purpose. It is a fork and cut out off  from the actual homescreen app
for using in the Quick Launcher app that, well, needs to get a list of all
apps installed.

You can use it as is or go the ideal proper way and propose a change to the
orginal lipstick https://github.com/amarchen/lipstick-launchermonitor so
that it would have an API for listing/manipulating app shortcuts.
