You can look/search from https://build.merproject.org about what packages are in Nemo/Mer middleware. If something is missing feel free to contribute. With quick look there are at least fuse and cryptsetup-luks packages. Of course that doesn't tell if they are enabled by default in Sailfish OS, but if it's in Mer then its quite likely that the packges are avail for install.
