For example, CSWosslrt contains shared libraries, and there are no binaries in the nagios packages that link against the ssl libraries. Perhaps there are binaries that use dlopen - if that's the case, it makes sense to make a note of that in the build description. The next person after you, not knowing why the dependencies are needed, could simply remove them and break the package.
