Plans for 11.1.0 release (freeze on Monday 24 Feb)

We are getting close to 11.1.0 release of libvirt. To aim for the
release on Monday 03 Mar I suggest entering the freeze on Monday 24
Feb and tagging RC2 on Thursday 27 Feb.
