Neither. :) It's likely a fedpkg/pyrpkg bug. ;) 

What versions of those do you have installed? 

I think: 

pyrpkg-1.42-1.fc25.noarch
fedpkg-1.22-2.fc25.noarch

should work, but pyrpkg versions 1.41* were broken in this way.
