At the moment they are the same and have been checked to work in the usual 
installation
scenarios as far as we can tell (GUI, TUI, kickstart, iSCSI, etc.).

The idea is that we will periodically update the latest image with fixes as 
they come in,
while keeping the testing image the same so that any temporary regressions 
don't prevent 
people from testing.
