On second though, where exactly is 'ro' coming from?
On my system it comes from:

$ sudo grep ' ro ' /etc/grub.d/10_linux
        ${linuxefi} ${rel_dirname}/${basename} 
root=${linux_root_device_thisversion} ro ${args}
        linux${sixteenbit} ${rel_dirname}/${basename} 
root=${linux_root_device_thisversion} ro ${args}
$ rpm -q grub2-tools
grub2-tools-2.02-0.15.fc22.x86_64

Maybe it's enough to change it there?
